National Institute of Intellectual Property
On March 19, 2026, the National Institute of Intellectual Property (Kazpatent), in cooperation with the Science Foundation, held an online seminar “International patenting of scientific developments” and “Commercialization and grant funding” for the faculty members and staff of «Korkyt Ata Kyzylorda University» (Kyzylorda) (hereinafter referred to as the University).
The event was aimed at developing the scientific and innovative potential of the university, enhancing knowledge and competencies in the field of intellectual property management, and strengthening cooperation between the Qazpatent Technology and Innovation Support Center and the university.
On behalf of the university, the Vice-rector for Research and International Relations, Buribayeva Mainura Abiltayevna, delivered an opening speech. She highlighted the role of patent activities in developing the university’s scientific and innovative potential and reported on the University’s projects subject to commercialization.
Artykova Aidyn Kydyrbayevna, Deputy Director of the National Institute of Intellectual Property, delivered an opening speech. In her remarks, she noted that the new draft Constitution of the Republic of Kazakhstan includes a new provision regarding the protection of intellectual property rights. Specifically, Article 23 stipulates that everyone has the right to the results of their intellectual, creative, and other activities, and that intellectual property is protected by law. This provision recognizes the individual's right to the results of intellectual activity at the constitutional level and imposes on the state the obligation to ensure their legal protection.
The seminar was moderated by Shalabayeva Uldana Karatayevna, Head of the Patent Research and Technology and Innovation Support Centers (TISC) Coordination Department at Qazpatent. It should be noted that the university has been a participant in the Technology and Innovation Support Centers (TISC) project since March 11, 2024.
During the seminar, Deputy Head of the department of formal examination of inventions and breeding achievements, Zhubanov Olzhas Nuradinovich, presented a report on "International Patenting of Scientific Developments," while Director of the Department of Investments and New Projects at the Science Foundation, Zheksembayeva Aizhan Shaykhanovna, presented a report on the Science Foundation's grant funding.
During the seminar, university staff actively participated and received answers to questions on international patenting and commercialization. The university expressed interest in continuing cooperation within the framework of the Technology and Innovation Support Centers (TISC).
